A large urban school district saved $2.3-million in the first year alone on just its health care premiums (another $200,000 plus was saved on dental and vision premiums) – savings earned from the AIM Audit process. The attached article details some of the basic elements in the process and the willingness of all stakeholders at the District – the Board, the HR staff, the employees and the unions – to cooperate on a program that provides major cost savings without requiring any other changes in benefit structures.

Audit: Oakland schools paid unmerited benefits

OAKLAND -- The Oakland school district paid for health insurance last year for about 1,000 people who did not deserve it, results of an audit show.

According to the recent audit, the district spent more than $2 million last year alone on health insurance for employees' former spouses, employees' children who had turned 18 and other dependents who were no longer eligible for benefits.

In one case, a teacher's ex-wife received coverage for about 14 years, despite the fact that the teacher told the district he was divorced, teachers union President Ben Visnick said.

District officials said the audit was a routine -- if overdue -- effort to track down dependents of employees who were not eligible for coverage …

Officials said the audit saved about $2.3 million.
